Gender və inkişaf

Gender və inkişaf (ing. Gender and development) — iqtisadi inkişaf və qloballaşmanın insanların yerinə, cinsi, sosial sinif mənsubiyyəti və digər sosial-siyasi kimliklərinə görə fərqli təsirlərini anlamaq və aradan qaldırmaq üçün feminist yanaşmanı tətbiq edən multidissiplinar tədqiqat və tətbiqi araşdırma sahəsi. İqtisadi inkişafa sırf iqtisadi yanaşma bir ölkənin inkişafını iş yerlərinin yaradılması, inflyasiyanın idarə olunması və yüksək məşğulluq kimi kəmiyyət göstəriciləri əsasında qiymətləndirir — bütün bunlar ölkənin "iqtisadi rifahını" və nəticə etibarilə insanların həyat keyfiyyətini yaxşılaşdırmağa yönəlmişdir. İqtisadi inkişaf baxımından həyat keyfiyyəti zəruri hüquq və resurslara çıxış ilə müəyyən edilir, bunlara keyfiyyətli təhsil, tibbi xidmətlər, sərfəli mənzil, təmiz mühit və aşağı cinayət səviyyəsi daxildir.

Gender və inkişaf da bu amilləri nəzərə alır; lakin bu sahə inkişaf məsələlərinin mədəniyyət, hökumət və qloballaşma kontekstində necə qarşılıqlı əlaqədə olduğunu başa düşməyə xüsusi diqqət yetirir. Bu ehtiyacı qarşılamaq üçün gender və inkişaf sahəsi etnoqrafik araşdırmalardan istifadə edir. Bu araşdırma metodu müəyyən bir mədəniyyəti və ya insan qrupunu tədqiq edərək, araşdırmaçının həmin mühitə fiziki cəhətdən daxil olmasını və orada yaşayan insanların gündəlik həyatına iştirak etməsini nəzərdə tutur. Bu, inkişaf siyasətinin və praktikasının hədəf qruplara və bölgələrə necə təsir etdiyini hərtərəfli anlamağa kömək edir.

Tarixi inkişafı

Bu sahənin tarixi 1950-ci illərə gedib çıxır. O dövrdə iqtisadi inkişafla bağlı tədqiqatlar qadınları yalnız rifah siyasətlərinin – əsasən ərzaq yardımı və ailə planlaşdırılması proqramlarının — subyekti kimi nəzərdən keçirməyə başladı. 1962-ci ilə qədər BMT Baş Assambleyası Qadınların Statusu üzrə Komissiyaya Baş Katib və digər BMT qurumları ilə əməkdaşlıq edərək inkişaf etməkdə olan ölkələrdə qadınların irəliləyişi üçün uzunmüddətli proqram hazırlamağı tapşırdı.

1970-ci illərdə feminist iqtisadçı Ester Bozerupun "Qadınların İqtisadi İnkişafdakı Rolu" (ing. Women’s Role in Economic Development) adlı kitabı nəşr olundu və bu, inkişaf perspektivlərinin əsaslı şəkildə dəyişməsinə səbəb oldu. Bu araşdırma gender və inkişaf sahəsinin yaranmasına böyük töhfə verdi.

Boserup inkişafın kişilərə və qadınlara fərqli təsir etdiyini nəzərə alaraq, genderin inkişafla əlaqəsi sahəsində tədqiqatlar və siyasətçilər arasında marağı artırdı. Bu sahə nəzəri cəhətdən mühüm inkişaflar keçirdi. Əvvəlcə Qadınlar və İnkişaf (WID) modeli meydana gəldi, sonra Qadınlar və İnkişaf (WAD), daha sonra isə müasir Gender və İnkişaf (GAD) yanaşması formalaşdı. Bu konseptlər bir-birini inkişaf etdirərək daha geniş mövzuları və sosial elmlərin müxtəlif perspektivlərini əhatə etdi.

İlk yanaşmalar – Qadınlar və İnkişaf (WID)

"Qadınlar və İnkişaf" (WID) termini 1970-ci illərin əvvəllərində Vaşinqtonda qadın inkişaf mütəxəssisləri tərəfindən irəli sürüldü. Onlar mövcud inkişaf nəzəriyyələrini tənqid edərək, iqtisadi inkişafın kişilər və qadınlara eyni təsir göstərmədiyini iddia edirdilər. 1970-ci illərin feminist hərəkatları, xüsusilə ABŞ-da qadın haqları uğrunda mübarizə aparan liberal feministlər, bu yanaşmanın inkişafına təsir etdi. Liberal feministlər hesab edirdilər ki, qadınların cəmiyyətdəki məhdudiyyətləri onların təhsil imkanlarının genişləndirilməsi və bərabər iş şəraitinin yaradılması ilə aradan qaldırıla bilər.

WID tərəfdarları əsasən qadınların istehsal əmək fəaliyyətinə diqqət yetirirdilər və sosial rifah və reproduktiv hüquqları ikinci plana atırdılar. Bu yanaşma əsasən Ester Bozerupun araşdırmalarına əsaslanırdı. O, qadınları və iqtisadiyyatda mühüm rol oynadığını vurğulayaraq, gender və inkişaf mövzusuna yeni yanaşma gətirdi.

Neoliberal yanaşmalar və inkişaf institutları

Neoliberal siyasət dövlət müəssisələrinin özəlləşdirilməsi, bazar tənzimlənmələrinin ləğvi və sosial xidmətlərin ixtisarını nəzərdə tutur. Bu siyasətlər əsasən Dünya Bankı və IMF-in struktur düzəliş proqramları (SAPs) vasitəsilə aşağı gəlirli ölkələrdə tətbiq olunurdu. 1980–1990-cı illərdə neoliberalizm qlobal siyasət çərçivəsində dominant bir yanaşma oldu. Beynəlxalq inkişaf institutları gender məsələlərini iqtisadi inkişaf gündəminin bir hissəsinə çevirdi. Dünya Bankı 1977-ci ildə ilk "Qadınlar və İnkişaf" məsləhətçisini təyin etdi və 1984-cü ildən etibarən proqramlarında qadın məsələlərini nəzərə almağa başladı. 1994-cü ildə bank Gender və İnkişaf siyasət sənədini dərc etdi və gender bərabərliyini inkişaf strategiyalarında prioritet məsələ elan etdi.

2000-ci illərdə Dünya Bankı Gender Fəaliyyət Planını təqdim etdi və "Ağıllı İqtisadiyyat" (ing. Smart Economics) yanaşmasını tətbiq edərək, qadınların iqtisadi iştirakının ümumi iqtisadi artıma töhfə verəcəyini vurğuladı.

Alternativ yanaşmalar

Marksizm və Neo-Marksizm

Marksist və sosialist feministlər strukturist yanaşmanı müdafiə edərək, liberal inkişaf modellərini tənqid etdilər. Xüsusilə Çin və Kuba kimi sosialist ölkələrin inkişaf modelləri liberal yanaşmalara alternativ kimi göstərildi. Neo-Marksistlər isə post-kolonial dövlətlərin inkişaf siyasətlərinə və yerli sinfi mübarizələrə diqqət yetirdilər.

Asılılıq nəzəriyyəsi

Asılılıq nəzəriyyəsinin (ing. Dependency Theory) tərəfdarları iddia edirdilər ki, qadınların qlobal kapitalizmə inteqrasiyası yalnız "inkişaf etməmişliyi inkişaf etdirmək" deməkdir. Onların fikrincə, həqiqi inkişaf yalnız qlobal kapitalizmin struktur istismarından ayrılmaqla mümkündür.

Əsas ehtiyaclar yanaşması və ekofeminizm

Əsas ehtiyaclar yanaşması (ing. Basic Needs Approach) və yanaşmaları iqtisadi artımı və gəliri inkişaf göstəricisi kimi qəbul edən modelləri tənqid edirdi. Ekofeministlər isə kolonializmin ətraf mühitin və qadınların həyatının məhv edilməsinə səbəb olduğunu vurğulayırdılar.
