II Nikofor Foka təqribən 912-ci ildə Bizans imperiyasına bağlı Kappadokiyada anadan olmuşdur. O, 954-cü ildən baş komandan olmuş, paytaxtın əsilzadə məmurlarına qarşı düşmənçilik siyasəti yeritmişdir. Foka 967-ci ildə kəndlilərin imtiyazlı torpaq almaq hüququnu ləğv etmiş, iri torpaq sahiblərinin güclənməsinə kömək etmişdir. O, 964-cü il fərmanı ilə yeni monastırların yaradılmasını dayandırmış, monastırlara məxsus torpaq sahələri məhdudlaşdırmışdır. Foka 954-cü ildə Krit adasını, 965-ci ildə Kipr adası və Kilikiyanı, 969-cu ildə isə Antioxiya və Şimali Suriyanı ərəblərdən almışdır. O, 966-cı ildə Bulqar xanlığına qarşı hərbi əməliyyatlara başlamışdır. Foka sui-qəsdi nəticəsində öldürülmüşdür.
